By the time we meet Thursday, important congressional votes may well have already been cast on President Obama’s bold budget. Monthly Meeting –We’re on the Move

This week the President:  dedicates his address to the people of North Dakota, South Dakota, and Minnesota as they face down disastrous flooding; announces that his AutoTask Force has completed its evaluation of General Motors and Chrysler, and gives his response; announces a new comprehensive strategy to defeat Al Qaeda and ensure stability in Afghanistan and Pakistan;  answered several of the most popular questions during a special online Town Hall as the trial run of Open for Questions in the White House wrapped up with more than 3,606,000 total votes; and signs the Omnibus Public Lands Management Act of 2009, one of the most sweeping pieces of conservation and public land management legislation in years.  Rebecca Adelman of the Department of Health and Human Services tells us about a new report that turns the debate over the costs of health reform on its head. House Voter ID Hearings

ARRA  


The ARRA kept the extended 33-week unemployment compensation period in place, suspended income tax on the first $2,400 of unemployment benefits, and increased benefits for everyone receiving unemployment by $25 per week. It is possible for the state to access hundreds of millions of dollars in additional unemployment support from the federal government.  The House Select Committee on  Federal Economic Stabilization Funding has wrapped uppublic hearings and is meeting Tuesday, March 31 at 2 PM.  View their progress here http://txstimulusfund.com.    Meanwhile, the Texas Comptroller is closely reviewing ARRA and its impact on Texas http://www.window.state.tx.us/recovery/.

Neighborhood Mini Grants Program

United Way of San Antonio and Bexar County

The mini grant program is an effort to encourage the activities and ideas of neighborhoods in San Antonio and Bexar County by supporting small projects that can have a large impact. There is no minimum amount for the Mini Grants however, the maximum amount for any funded project is $1,000. alamObama Councils


 The purpose of this concept is developing teams to prevent, or at least reduce, the burnout many of us experienced during the campaign.  We view support of President Obama and his presidency as a marathon, not a series of sprints.  Our goal is less focused on beating the runner next to us and more on facilitating as many of us finishing as possible...being in it for the long haul.  Some of our teams will require watching and reporting, others long term planning and action, and still others quick response and organizing.  The Council Leaders will form the core of alamObama’s advisory/leadership team.


Dividing up the work in a way that allows for the many types of responsible citizens…indefatigable organizer, weekend warrior, worker bee, researcher, etc…to be a contributing resource is the best way to involve those who want to do something, not just sit on the sidelines.  An informed, motivated supporter beats a drone any day, and gives the organization far more vitality and credibility. The ultimate bonus is an informed, well-trained, motivated citizenry who refuse to go back to the days of being victimized by an out of touch, and equally out of control, government.


Rapid Response Council


Oversee and coordinate campaigns, projects and rapid response actions. Facilitate action when and where needed without overstimulation of the entire alamObama  membership.


Organizing for America Team


Work closely with OFA ready to implement projects and campaigns.  At a minimum this team should consist of four congressional district “captains” who can mobilize a group quickly.  These teams are ideal for energetic, innovative, spontaneous, number driven folks who like to hit the street running at a moment’s notice.


Other  


Move On, Texas Democratic Party, National Democratic Party, etc often have initiatives that require rapid response and fit within our mission.  They’ve often done the preparatory work, we just need to move our constituency toward their initiative.

Legislative Watch


This is key to an informed citizenry.  Three main areas have been identified by the administration as areas of focus for the budget:  energy, health care, education and cutting the deficit by identifying programs and initiatives that can be cut, eliminated or better used.  This area can help identify action items as well as education and training needs.


Legislative Action


This team would focus membership efforts on legislative issues, such as calls to legislators on specific issues; organizing teams for visits to legislators, encouraging and, in some cases, coordinating testimony before legislature.


Education & Training Council (Angie Drake/Joe Ibarra)


There is limitless opportunity for this team and SAAPAC offers space for most.  This team should focus on identifying subject matter experts and coordinating training opportunities rather than conducting all training (recipe for burnout).  This team’s topics will be on a more “as needed” basis.  Some topics that come to mind are:  lobbying your legislator, testifying at legislative hearings, voter education, etc.  May want to look at an initiative like “alamObama U” with regular schedule of training.


Voter Registration Council


This is an ongoing need, not just at Presidential election time.  We have a mayoral race coming up, there will be elections in 2010, and referendums often come up.  If we work to ensure citizens are always current in their registration, they understand the process better.  And it is less of a burden when the “big” ones come along.  We also need to eliminate as many options for voter challenge or suppression as possible.

Office Volunteers


One of the advantages of the old alamObama office was the feeling of having a “home” - a physical base of operations.  That is one reason many of us feel the SAAPAC office is ideal.  We need to staff it to provide a “presence”.   It helped in recruiting, dissemination of information, and folks just keeping in touch.


Phone Bank Team


This is a challenging but crucial part of any outreach effort we undertake.  SAAPAC has facilities we can use, but is a far cry from the old alamObama  office.  We need to determine how we can use the office, coordinate calls from home or on cell phones.  A core team of callers needs to be trained and ready to go with the ability to expand as needed.

Food Bank


We need to show our concern for our community in a way that is meaningful but does not drain our resources.  I think supporting the Food Bank is ideal and would like to make it our ‘official’ charity.  Feeding the community’s hungry is something anyone can get behind.  We should also develop ways to measure and track our service


Food Sorters


Coordinate volunteers to sort food at SAFB on a regularly scheduled basis.  Their toughest days to fill are evenings during the week. 


Food Drive


This could be done monthly at the SAAPAC location on a weekend day when the parking lot is fairly empty.  Great opportunity to do some good, get visibility and recruit.

Continuing to Take Shape

I just got back from another organizing meeting as we continue to retool alamObama. Madhatters at the Radius served as an excellent backdrop as we attempted to round out a council of volunteers to help make things manageable as we move forward. There are a lot of battles to fight and it is imperative that we try to tackle these issues in a way that is most effective. Three more individuals have joined on and will play an important role at our next meeting on Thursday, April 2.

Thank you for your time and patience as we try to get this off the ground. It is a new endeavor and we look forward to your continued support and ideas. If you haven't noticed, Joel has made quite a few changes on this website. You will also notice our brainstorming activity led to our guiding principles which can be found in the about us section of the website. Also, congratulations if you found this blog. This is a new feature that we are hoping to utilize in order to improve communications between meetings, much like those weekly e-mails that Brenda has sent out every Monday.

We will also have a short survey coming out soon that we will need your support in filling out. It will take a few minutes but will be invaluable to us as we move forward. So, keep on coming back and look for more updates and features in the near future.

The Budget

Last month the President sent a bold and forward-thinking plan to Congress.  This week, the mark up process begins.   This is where Congress debates and edits the budget the President has submitted, adding and subtracting where they think appropriate.  President Obama says this is a healthy part of the process, but expects Congress to return to him a budget that meets four basic principles:

(1)     Must reduce our dependence on foreign oil and put this nation on a path to clean & renewable energy;

(2)     Must renew our nation’s commitment to a complete and competitive education fore every American child;

(3)     Must make a serious investment in health reform that will bring down costs, ensure quality and guarantee people their choice of doctors and hospitals; and

(4)     Must reduce our deficit even further by cutting it in half by the end of 2012

What We Can Do

Tell Congress to put politics aside.  If you have not already done so, please sign your pledge of support  at  http://my.barackobama.com/page/content/pledgeproject.  Each of us should contact our congressional representatives to pass on our support for the President’s budget and to find out if they, too, support it.  Ask them if they approve it as it is or if they have changes they have proposed or plan to propose.  If they do not support, ask them why not.  Our Senators have made it clear they plan to oppose the budget.  Let’s ask them their alternative plan.  Let’s monitor Congress as it deliberates this budget; our future depends on their action.  Congressional contact information can be found at the end of this newsletter.

As part of the President’s promise of transparency in government, www.whitehouse.gov is a treasure trove of information .  Featured this week:  Office of Management and Budget Director, Peter Orszag, guest blogs on WhiteHouse.gov to announce the release of the Fiscal Responsbility Summit Report; President Obama gives a special New Year's video message to the people and leadership of Iran; The Middle Clask Task Force holds its second meeting and releases its second report, showing how the Recovery Act represents a fundamental shift towards strengthening the middle class and the President goes to California to talk to working people directly about the economy and hear out their concerns. 

Texas and the ARRA

While the Texas legislature didn’t have the opportunity to approve or disapprove of the American Reinvestment and Recovery Act, they do have responsibility for its implementation in Texas and they’re taking that responsibility seriously.  Bexar county’s own Joe Strauss, Speaker of the House, created the House Select Committee on Federal Economic Stabilization Funding.  They’ve also created an excellent website explaining their purpose and keeping us all informed on their progress http://txstimulusfund.com/.  Led by State Representative Jim Dunnam the committee brought its deliberation process to San Antonio last Saturday in a public hearing held in city council chambers http://abclocal.go.com/ktrk/story?section=news/state&id=6722122.  More public hearings will be held in Austin Tuesday and Wednesday at 2:00 PM.

Voter ID

SB 362 officially passed the Teas Senate and has been referred to the House.  http://www.txdemocrats.org/page/content/twister/.  The process calls for it and any companion bills (like HB 3556) to be heard in committee first before going to vote by the House.  The House Elections Committee currently has 150 bills to consider from the elimination of straight party voting to eligibility requirements for deputy voter registrars (here’s the list) http://www.legis.state.tx.us/Reports/Report.aspx?ID=committee&LegSess=81R&Code=C240. We’ll keep our eye on it.

Texas Legislature Debates Solar Energy Policies

Texas is blessed with the best solar resources in the nation, yet very few solar energy systems exist. It's time to put the sun's clean, reliable, and free energy to good use. Next Tuesday, the Texas legislature will begin debating solar energy policies, and we need to send a clear message that Texans are demanding cheaper renewable energy.  Solar generates more jobs per megawatt (MW) than any other energy technology. For every 100 MW installed, Texas can expect to see 1,500 new jobs. Once installed, solar energy, and other on-site renewable technologies offer Texans locked-in low energy bills and reliable power for decades to come. The state legislature helped create a boom for wind power in Texas. Now it's time to turn Texas into a solar powerhouse by creating an incentive program to lower the price of installing solar panels on homes and businesses. Veteran Civil Rights Leader Passes

The Reverend Claude William Black Jr., famed San Antonio minister and civil rights leader died Friday, March 13.  The pastor emeritus of Mount Zion Baptist Church was 92.  Rev. Black and Senator Edward Kennedy were among those honored recently in Washington DC at the second annual Realizing the Dream Awards ceremony.  The leaders were honored for their work to advance the work of Dr. Martin Luther King, Jr.  The ceremony took place the day before the King Day celebration and two days before President Barack Obama’s historic inauguration.  Former Housing Secretary Henry Cisneros presented the award to Rev. Black’s grandson as the famed leader was hospitalized at the time.  The former San Antonio mayor called the leader the “conscience of the community” in leading the fight against racial injustice in the 60’s.  Several alamObama members were among the 600 attendees.  Read more about the Rev. March 16 - Weekly Roundup

SB 362, the Voter ID bill passed the state Senate Friday after protracted debate, and a lot of testimony. It's obviously going to be a slugfest in the House with 74 Democrats and 76 Republicans. However, two returning Republicans voted against the measure last year: Tommy Merritt, R-Longview and Delwin Jones, R-Lubbock. Bexar County figures prominently as Speaker of the House Joe Straus voted for the bill last year and said in January he thinks another examination of the photo id issue to combat voter fraud is appropriate. He has also said he doesn't know whether there are sufficient votes in the House to pass it. Representative Trey Martinez Fischer will lead the House Democrat delegation.

Jason and I witnessed the Democrats, led by Senator Leticia Van De Putte, outlining their opposition to the measure. First Senator West challenged the hearing on procedural rules apparently centering on Notice of Hearing. Aided by the parliamentarian, the Lt. Gov eventually brushed off the lengthy challenges. then Senator Van De Putte, occasionally aided by Senator Ellis, recalled the March 3rd Democratic delegation memo to the committee citing: (1)more important issues facing the state legislature such as children's health funding, tuition costs, full funding of schools and a host of others I didn't catch; (2) artifical elevation of this issue; (3) insufficient time to prepare for this issue; (4) lack of legal representation or advice on an issue so central to voters' rights. Indeed, much was made about the conspicuous absence of the state Attorney General who used 1.4 million in taxpayers dollars to conduct a failed investigation in voter fraud.

Legislation Watch

State Senate

SB 362 passed as expected. Meanwhile there is discussion about a sunshine review on the DMV suggesting stricter measures in getting driver’s licenses. Representative McClendon is announcing HB 1278 tomorrow which proposes improvements needed to streamline driver and photo ID procedures at DPS offices. Senator Zaffirini has proposed an identical measure in the Senate.

Background and Purpose of HB 1278 (81R-McClendon)

The Texas Sunset Advisory Commission's review has indicated deficiencies in the administrative operations of the Texas Public Safety Commission driver license bureau, and has made the recommendation that the driver license functions administered by the Department of Public Safety (DPS) be conducted as a business model, rather than entangling the driver license procedures with law enforcement procedures. An independent study prepared in 2008 by Deloitte Consulting LLP reached the same conclusion. According to the Sunset evaluation reports, DPS presently has only 1,600 FTE's who administer 256 driver license offices, and of those only 220 are peace officers. These employees are charged with the responsibility of managing over 16,000,000 drivers and handling over 6,000,000 driver license transactions annually. Presently, Sec. 521.142 of the Transportation Code states that an applicant must state whether they are or are not a citizen; however, the law does not require an applicant to establish proof of citizenship in order to obtain a driver license. All drivers in Texas should be required to establish who they are and where they currently reside, in addition to meeting the skill, vision, fee and financial responsibility requirements for obtaining a driver license.

By amending Section 521.142(a) and Section 521.1421 of the Transportation Code, House Bill 1278 would address the Sunset Advisory Commission's recommendations by requiring the DPS driver license division to establish the identity and current residence of the applicant seeking a driver license or a photo identification card. The Bill enumerates three types of documentation that will satisfy these two requirements, in order to establish identity and current residence: primary documentation, secondary documentation, or supporting documentation. Primary documentation is that type which establishes both identity and current residence. Secondary documentation establishes either identity or current residence, but not both in the same document. Supporting documentation is similar to secondary documentation, but the reliability of secondary documentation is stronger than that of the supporting documentation items.

It would be in keeping with the Sunset report recommendations to manage driver license administration independently of the law enforcement function. Therefore, this Bill would modify the Transportation Code in regard to provisions concerning DPS rule-making and administration of the driver license functions of the agency. This approach is also in keeping with the Sunset recommendations by disengaging the driver license administration from using driver license and photo identification card applications as a law enforcement tool or as an immigration law and policy enforcement device. DPS personnel have no statutory authorization to interpret and apply federal immigration laws and regulations in order to assume this federal function as part of the state agency's responsibilities. This change in the law would also further the interest of all Texas drivers and their passengers, by requiring that all persons who drive on Texas roadways be duly licensed and made responsible for obtaining liability coverage. However, as presently applied, agency rules have established administrative procedures which exclude certain drivers from obtaining a license and accordingly not including them among those drivers who must provide proof of liability insurance or financial responsibility.

CSHB 1278 differs from HB 1278, in that an offender identification card issued by the Texas Department of Criminal Justice (TDCJ) was listed in HB1278 under supporting documentation to obtain a driver license or a photo identification card. CSHB 1278 would place the offender identification card issued by TDCJ in the secondary documentation category, rather than under the supporting documentation category. This is because it contains the person's full name, photo, and date of birth and is issued by a Texas agency.
